What is the best time to start something...

I have always wanted to explore, if there are any general guidelines for the following.
1) What is the best time to start something, and
2) What is the best time to end it.

If we start something too early, we may take some premature actions, which we may have to redo or even scrap wasting time and effort in the process. Similarly, if we continue on something even after the need for it is over, we are again wasting time and efforts.

So, any guidelines would certainly help.
